Rikei Corporation (Head Office: Shinjuku-ku, Tokyo; President& CEO: Satoru Isaka, hereinafter “Rikei”) is pleased to announce that it starts to manufacture self-developed “Advanced Comprehensive Automatic Activation Device” for New J-Alert Receiver.

 

New product overview

The “Advanced Comprehensive Automatic Activation Device” makes it possible to be coordinated with new J-Alert receiver with multiple information transfer means. It automatically can coordinate with Civil Protection Information (including “Instantaneous voice synthesizing system” and “voice pre-rewriting system”), Earthquake Early Warning, along with weather information which to be delivered from J-Alert.

“Advanced Comprehensive Automatic Activation Device” corresponds to an output interface that can be used concurrently with an existing automatic activation device from other companies, and can be connected to a New J-ALERT receiver, in addition to a wireless simultaneous broadcasting console. of course, it is also possible to be connected directly to a wireless simultaneous broadcasting console made by other companies. “Advanced Comprehensive Automatic Activation Device” can coordinate with various transmission means such as wireless simultaneous broadcast, tickers interpose data broadcast to cable television, interpose broadcast to community FM, digital signage, emergency bulletin mail, multilingual mail, registration mail, SNS (Twitter, Facebook), homepage as well as IP notice broadcasting. As it is a high-speed, high-performance PC server, it can responds flexibly to additional functions according to the specification of the connected device

Background

J-ALERT (a National early warning system) is a system through which the Fire and Disaster Management Agency of the Ministry of Internal Affairs and Communications sends emergency information to protect the public (information about ballistic missiles, etc.), tsunami warnings, and early earthquake warnings via a communications satellite (from the Cabinet Secretariat and the Meteorological Agency through the Fire and Disaster Management Agency) to wireless simultaneous broadcast of local governments, which are automatically activated to instantaneously send emergency information from the national government to residents. In 2003, Rikei proposed this system to the Fire and Disaster Management Agency, which has operated until now.

It became to be able to straighten collaboration J-Alert with various means of transmission because of the fiscal measures “Emergency disaster project bond” and “Disaster prevention project bond” by Fire and Disaster Management Agency of the Ministry of Internal Affairs and Communications. Therefore, Rikei has received requests from many local governments about automatic coordination to existing digital signage, SNS, along with homepage, and has started to manufacture “Advanced Comprehensive Automatic Activation Device” for the first time in six years.

 

Rikei was involved in the Fire and Disaster Management Agency’s experiment in Geisei-mura, Kochi Prefecture (2004) and demonstration experiments in 31 locations nationwide (2006), and distributed satellite system receivers to about 700 local governments in 2007. Rikei has developed, marketed, and provided maintenance for J-ALERT receivers and automatic activation devices starting with their simultaneous national implementation in 2011.

The Fire and Disaster Management Agency has updated the specifications of this hardware and released software for this update. In response, Rikei has developed and manufactured a “new receiver” for the first time in five years.

 

Future Plan

Rikei will sell the “Advanced comprehensive automatic activation device” to organizations that receive J-Alert information throughout Japan, using past sales achievement of new J-ALERT receiver, MRJA-2000″, and existing automatic activation device, “JAK-1500”.

About sales of JAK-1500
